LE ROY PENNYSAVER & NEWS - FEBRUARY 3, 2019 President Jim Ellison opened the meeting with the usual traditions and then called for the introduction of guests. Visiting today were Emma Lawrence, Jamie Kettle and Sidney Vanderhoof, seniors at LeRoy High School. Announcements included a painting project at the Hope Center of LeRoy. Date and time to be announced; Mike Tucci asked that a Rotarians sell their Big Game raffle tickets; Mary Murray announced that there will be Rotarians and family Bowling get together on March 15th and encouraged sign ups; Jason Karcher spoke about the Rotarian orientation guide; The Alumni Basketball game will be held March 22nd at the high school; and Randy Vink reminded all about the Friday with Bob (or whoever) as a make-up opportunity. The only missed meeting that President Jim was able to levy was on Phil Plossl. Phil, being as diligent as he is, was prepared with a green card in hand. President Ellison did, however, find reason to fine several Rotarians. First was Tracy Ford for her recent promotion to Director of Development at Rochester Regional Health. Second was Tom McGinnis. Tom was initially levied with a late for meeting fee, but as the conversation continued and more information became available, a higher assessment was made. Last but not least, President Ellison fined Mike Tucci for “life”. Most of which Mike claimed was spent working on selling Big Game Raffle Tickets. Our Guest Speaker today was LeRoy Mayor, Greg (Porp) Rogers. Greg spoke about the overall condition of the village. He told the club that all the village equipment is in good shape due to a program of rotating equipment regularly for the best trade-in value and serviceability. He talked about village debt being low. The only significant debt being a $300,000 note taken to rebuild East Avenue. “There is two more years to go on that note, but the village may need to take another bond for Wolcott Street.” He said. The Mayor also talked about the upgrading of the sewer plant. The 60 year old plant will be upgraded at a cost of about $9,000,000. The village is receiving 7,000,000 in 0% interest funding and 2,500,000 in grants to upgrade the plant to state of the art. Next year is a contract year for the LeRoy Police and for the DPW but Mayor Rogers does not expect it to have a major impact on taxes. Some things Gov. Cuomo and the State are doing, however, may have an impact on local governments. The requirement for a new jail and the need for water projects in the county will cut into the local share of NY sales tax revenue. Additionally, while the State continues to make mandates on local government, they have reduced funding to local government. For example, the State just ended “AIM” funding. Funds that local government received to plow and maintain State highways within their borders. The local DPW, however, still has to provide the service.
