When I conducted my 2019 Legislative Survey, combating corruption in NYS government ranked as the top concern for those who completed the survey. Fighting corruption and ending Albany’s pay-to-play culture and bid rigging has been, and continues to be, one of my top priorities. Along with supporting efforts this past year to make the voting process more open for residents, I sponsored over half a dozen bills that will help to combat these issues. I sponsored the strictest campaign finance reform bill in New York State and at the very start of the 2019 Legislative Session, the Senate and Assembly passed a bill that closed the LLC loophole once and for all. I am happy to have voted in favor of the ban but there is still much more that needs to be done to get dark money out of politics. One of the ways to address this issue is by restricting political donations. My first proposal (S1932) will restrict political donations from people who are applying for grants, licenses or doing business with the state to the public officials who would approve the grants, licenses or contracts. Donations made to elected officials who will make these decisions only increases cynicism toward the process. This bill would resolve that problem and create more transparency in the application procedures. Along related lines, my legislation (S1934) would prohibit contributions from those appointed to public boards and authorities and their families from making political donations. The perception around those appointed to powerful positions donating to those who appointed them does not help to create public trust. Banning this will reduce any possible appearance of impropriety. Private companies should not be allowed to make campaign contributions to politicians while under consideration for state contracts. Additionally, appointed officials of the Executive branch should not be permitted to make donations to the Governor's campaign. This only fosters distrust and skepticism of the process in state government. While some helpful measures were taken during the past year, as always, there is much more work that needs to be done.
