This year more than any other fall brings with it uncertainty at every turn. For the Town Board we are entering our budget season with just as much trepidation. As many of you know, the Genesee County Legislature revoked the agreement to share the sales tax revenue with the towns. For the town of LeRoy we annually receive approximately one million dollars per year. We received our initial payment of $72,000 for the first quarter of the year and will possibly receive an additional $95,000 as a sign of “good faith” from the county with no guarantee of further payments. What that means for LeRoy is that we now have over $500,000 gap in the 2020 budget. The Town can cover this from our reserve fund, that has 1.6 million dollars in it. Going forward into our budget season, we have some very stark realities. First, we must maintain at least 15% of our total budget (2.8 million) in reserve which translates into about $500,000. That would leave us only $500,000 to use to mitigate any tax increases. If things remain as they are and we keep our budget at the same level the Town Board would have to increase the tax rate by about $1.60 per thousand, more than doubling our present tax rate. What can you the residents of LeRoy do to lessen this financial shortfall? First, contact our county legislator Rochelle Stein (768-6108) and express your desire to have her change her vote and share the sales tax revenue . Second, please make sure you have filled out your census information as that will impact future state and federal funding. We should have some clarity on our proposed budget by October of this year. I will schedule public meetings to get your feedback on what, if any, services or spending cuts may need to be cut. If, as I often have heard from the county legislature, “we are all in this together,” then we should all be sharing the financial cuts equally. Please make you voices heard to the county so we are in fact “equal partners.” Hope to see you around town, with better news in the future. Around Town
