Around Town
I am pleased to announce that
the bids for construction of Water
District #10 have come in within
budget and we are holding a pre-
construction meeting this coming
week. If the weather we have
been having continues, we will
be breaking ground very soon.
Great news (finally) for all the
folks suffering with poor wells
in that part of the town.
I am also pleased to announce
that the Town Board has appoint-
ed John Rider (Chair), Bob Uber-
ty, and Matt Gilligan (Alternate)
to our new town (outside) Zoning
Board of Appeals. This new three
member/one alternate board will
meet every other month, serve
three year terms, focus solely on
the Town Code, receive annual
training in accordance with state
requirements, and provide guid-
ance within its narrow scope of
appellate jurisdiction.
I want to focus this column
on an issue that routinely is
questioned by folks in the com-
munity- the separate jurisdictions
of the Town and Village. In sum,
townships are created by the
state legislature and villages are
incorporated entities voted upon
by the residents (usually in the
higher population area and usu-
ally to obtain additional services)
within that township. As you
know, the Town recently cele-
brated its Bicentennial in 2012.
The Village was incorporated in
1834. While, over time, the Town
and Village have cooperated in
a variety of ventures, they still
maintain separate governmental
boards and highway departments
(the Village also operates a po-
lice department and municipal
wastewater service). As such, let
me mention a few areas where
the Town routinely receives calls
from village residents, where
those residents would be better
served by calling the Village Hall
at 768-2527 (in other words, the
Town offices may not be able

to assist) - garbage pickup ser-
vice, leaf pickup service, school
crossing guards, snow plowing
service, street/sidewalk issues.
Those are examples of separate
Town/Village services. In areas
such as assessment, code enforce-
ment, recreation, and the courts,
town offices are the contact
point for both town and village
residents, as they are examples
of shared services. Additionally,
if you are a resident of the Town
(outside the Village) and have an
issue concerning snow removal
or other highway matters, you
would be best served by calling
768-8744 (Highway Dept. direct
line) rather than by calling the
Town Hall. If there are any areas
of interest that I may have omit-
ted, please contact me and I can
address that in the future. The
goal is to get both the Village and
Town (outside) resident the most
efficient response to their issue.
