I’d like to focus on a couple
of water issues for this column.
Last week, I attended a GAM
(GeneseeAssociation ofMunic-
ipalities - countymeetingof reps
from towns/villages/city/coun-
ty - I am Vice-Chair for 2015)
meetingwhereCountyHighway
Superintendent Tim Hens and
CountyManager JayGsell spoke
aboutourmunicipalwatersystem
(that is, fromMonroe County to
us in the east and Erie County
from thewest).
It ishard tobelieve thisproject
is 15 years old now. Phase One
is what covered us, the eastern
sideofGeneseeCounty. Initially,
therewasanagreementwhere the
Villagecollectedwhat amounted
toasurcharge forMonroeCounty
water. That ended two years ago
and is the reason that folks who
now have water from MCWA
see a .60per thousandgallons of
water use over the year charge
on their tax bills (and no longer
receive a bill from the Village).
That charge occurs throughout
the County where MCWA is
utilized. Additionally, the Con-
solidated Water District in the
Town receives $25,000 annually
from the County (until the year
2038) in revenue.
This is a very simplistic sum-
maryof amuchmorecomplicat-
ed issue.However,youwillmost
likely be reading/hearing about
two County water issues going
forward:
1. Phase Two of completing
transmission lineswhere theydo
not currentlyexist in thewestern
part of theCounty.
2. PhaseTwoof increasing the
amount (capacity)ofwateravail-
ablecounty-wide.Thiswouldaid
LeRoysignificantly in the future.
Rightnow there isnot the fund-
ing available to move on Phase
Two but the hope is in the near
future tobe able to. Rest assured
that I and your TownBoardwill
representLeRoy’s interestswhen
this doesmove forward.
Speaking about water, I too
am frustrated at the bureaucracy
that must be satisfied in order to
start “digging” Water District
#10 (LeRoy/East Bethany/Cole/
Wescott Rds.). The process for
approval at OSC (State Comp-
troller) took a very long time.
There is not a day that goes by
where I am not signing some
paper for some agency (utility
easement, fundingapproval, state
agency, etc.).
At this point, I am told by our
engineering firm that we hope
to put the project out to bid by
mid-October.We will then have
to determine whether the bids
are affordable by starting con-
struction right away (winter) or
more attractive by waiting until
spring. I know. I had hoped the
Town Supervisor Column
projectwouldhavebeensubstan-
tiallycompletedby thefirstof the
year. Having been instrumental
inmany school buildingprojects
over theyears, I know thesekind
of delays aremore thenorm than
the exception.
On thegoodnewsfront though,
I was successful in garnering a
SAM grant from our NYS Sen-
ator, Michael Ranzenhofer. By
demonstrating the significant
need for this water project, the
district will have their total debt
service reduced by $100,000.
This will make a significant im-
pacton lowering the folksannual
costs.Thisshouldmake thedelay
inproject completionwellworth
the wait. Like the America’s
Best Communities project, this
was a lot ofworkbutwellworth
